There wasa series of articles in one of the cycle magazines about a year ago. As I remember the rider got a European model imprted via canada, not without some hassle at the border and his homestate DMV. Did work out for him though. If motorcycles are like cars, it has to have a compliance sticker for both the EPA (Emissions) and DOT (lights, tires, reflectors, controls, speedo, etc..) 25 years ago there used to be a one car (maybe vehicle) lifetime exception but it was mostly used for collector stuff. Another thing to consider, of you have a non US spec bike and parts are different, sourcing the parts may be very difficult, time consuming and expensive. Other option is like Volvo does, a US spec car delivered in Europe, driven and then imported as a used US spec vehicle. VW and others had similiar options years ago. Would take some lead time and a overseas dealer willing to set up a US bike and service it until it left the country. Also could be there really is only one model for export and the problems are few and solvable. Seems like Germany has lower HP versions of the Savage for local use.
Happy investigating the options, Max
